I can agree body blocking is extremely frustrating when you are trying to hook a survivor, if this happens for you frequently I suggest running madgrit or just hit the survivors who are blocking. Even if they manage to let the survivor wiggle off you now have a team of injured survivors and if you manage to down one of those quickly then they have no chance of blocking again otherwise they will just be insta downed.
Usually as a survivor I only do this if the survivor being carried was tunnelled or is on Death Hook and ofc if I am close enough to do so.

I assume from the comments made here that you're talking about survivors bodyblocking you from hooking another.
If it's a problem for you there are multiple perks to counter this Agitation, Iron Grasp and Mad Grit, use one of those or learn when to drop survivors.
