Can killer tell if a person had basement bug?

When they're not moving in the basement, running it walls, not leaving the basement, etc.
That's the only way, there isn't a visual notification or anything like that to tip you off... if their camera is stuck in the void than that's only shown to them and not you or the other Survivors...
Sometimes, the other Survivors can see their aura drop into the bottom of the map, so that sometimes tips the Survivors off that the Survivor that was hooked in the basement is now bugged.
But, sometimes that actually isn't a 100% confirmation either... I've had that happen to me in-game where I saw a Survivor get hooked into the basement and shoot straight under the map (Their aura), but than they just walked out of the basement and they were fine...
Basically your answer is...
Besides them not leaving the basement, running into walls, not moving to proc crows, or DCing right after... than no, there isn't a 100% confirmation on if they were bugged by being hooked in the basement.
So no to a solid confirmation, and maybe to subtle hints...

The only real way to tell as far as I know, is the way they move, if they're running into walls and such they probably have the bug.
If you down them as the killer and pick them up it'll fix the bug.

The only thing I noticed when I played with with a buddy of mine was that he never got crows when he stood still. He's couldn't drop items but could still use them, he couldn't get in lockers either. I don't think there is any other signs besides the running into walls thing.

I see. Thanks. Was suspecting that's the case but wasn't sure.
I saw some streamer who thought he is entitled to get spared because he "clearly had basement bug" and according to him the killer obviously knew...
