killer not hooking survivors

all day I been having killers that just waste my time and refuse to hook me. is this aloud? even games where they wont hook anyone once 1 dies.

    Yes it is, unless they are actively preventing the game from ending it is allowed.

    You got your answer - I'll just add for the sake of clarity that if there is any possible way for you to end the game without disconnecting, then the game isn't being held hostage. In this case, you were free to do the generators and leave, so the killer wasn't doing anything wrong in that regard.

    The only other way the killer in question could possibly have been breaking a rule is if they worked with one or more survivors to find and/or kill the others. If they just got their first kill normally and decided to let the rest of the survivors go, that's also perfectly acceptable.
