Disguising Killer
Okay, so the devs themselves said that they would be extremely underpowered. I'm extremely sorry for saying this, but that's a lie. If they were unable to do anything special besides that, then yes. If you ever played team fortress 2 then you'll understand what I mean. Let's use an example.
The spy disguised as an enemy and fools people at first glance. Even if they get revealed, it would cause extreme paranoia for all other teammates. Even if they're in a party together. The killer could disguise as a survivor and would essentially do the same thing. Sure survive with friends could ruin the power, HOWEVER! At that point you already made insane distance on your opponent. They weren't aware of you prior to you breathing down their neck. Free hit. That's a lot better than any normal M1 killer. That's Wraith, Pig, and Ghostface levels of free hits.
Now, the spy could instantly kill his enemies. What if the killer was able to rip survivors off the gens or trick survivors in to healing them only for the killer to pin them down and stab them into the dying state?
The spy had invisibility to help with his stealth. Crazy idea. But, what if the killer just... used lockers? Like, they could use a locker to hide normally and disguise in them if they want. Survivors who open the locker are immediately put into the dying state. And as an added bonus, you could make an Ultra rare add-on that gives you the killer variant of headon. That'd be amazing.
I remember the devs talking about how survivors could ask other survivors to crouch/point/beckon to prove their real survivors instead of the killer. You could make it where the killer can crouch just like survivor when they press the second action button. That'd be the one downside of using the killer, they can't point or beckon.
The killer gets the element of surprise upon any survivor. Imagine it, you're working on a gen and you see a random survivor coming towards you. You crouch, they crouch. You point and by that time, sorry. It's too late, they're already on your butt.
Edit: Here's another idea. The ability to fake your terror radius. Remove the crouch feature completely and add this instead.

There have been so many ideas like this you are not the first, but simply put: Because SWF exists, nothing like this can co-exist with it.

Not operationally different from ghostface or wraith. You walk up to a clueless survivor at a gen and get your free M1. It would add nothing to the game.

Yeah and? Will you run into constant four man swf squads literally every single match you go into all day? Not likely. Anway, at first glance who's going to be able to tell right away?
"Hey, is that you?"
"No."
Thwack. They already got hit or they could run off the gen thinking it's you when it's really their friend. Hell, sometimes it could disrupt a team by causing extreme trust issues. Plus perks could help this killer out entirely.
Sorry, I'm not trying to be rude. I understand why it can't happen because of swf. I still hate how one feature can change so much and prevent different things from happening.

Bring The Tall Man (Phantasm) to the game!
He can not only shapeshift, but he can also throw spheres to gens and injure survivors from miles away. This would be a disguising killer that would be somewhat useful since SWF exists.

Yeah, the Tall Man from the movie Phantasm. I think being able to throw spheres at gens to inure survivors, put them in the dying state or keep them off gens would be cool. He has map pressure potential.

Yes, the Tall Man from the movie Phantasm. He can not only shapeshift but also throw spheres. I think it would be fun to be able to throw spheres at gens to injure survivors, put them in the dying state or scare them away from them (similar to what Freddy does when you teleport to a gen). He has map pressure potential and I think he would be a strong disguising killer. In the movie the spheres do different things so the add ons could modify them in different ways and apply different status effects.
I'm having trouble thinking about how his basic attack would work tho.

Almost all my games in this region are at least 2 man squads, normally 3-4. So yes, some of us would.

Let's add TF2 spy then. At first glance, you'd be fooled but then he backstabs you and you go down.
Disguises aren't meant to be permanent. A disguise killer could work.

Also, the disguising feature could at least work to reduce your terror radius to 0 and at least get a free hit.

I was using him as an example. See, a competitive team knows what he can do and it still fools them. That's why I'm hoping using him as a reference could actually show that it can't be obsolete by a team feature. But, everyone says the same thing

Well. Yes. Haha, that's supposed to be the point, but you could use a fake terror radius to try and shake people off your trail

Yeah, maybe different add ons do different things while you are on disguise. I think it's a neat concept, but only if the killer has a secondary power that can apply map pressure and doesn't make him useless against swf teams. That's why I think The Tall Man would be a good option.

A cool perk for him, or ability, would be to pass your terror off to a survivor or obsession
