Are certain perks mandatory in the bloodweb?
Im pretty new, so forgive me if this is an obvious one, but are the generic perks in the web mandatory?
Specifically, if Monstrous Shrine keeps popping up, am i gonna have to buy it before better perks start showing up in the web? It seems like its been chasing me for a few levels...

Nah, none of the perks are mandatory. But I would recommend just picking any perk that pops into the bloodweb. It'll probably be faster than ignoring them and waiting for the one you want to show up.

The only time a perk is "mandatory" is when you get to the teachable perks. They will show up every level until you take them because the game assumes you want them asap (and they're tied to reaching certain levels so it does make some sense). Otherwise it's down to luck, though I've definitely felt like certain perks I didn't want were following me every single level on the level 50 bloodwebs (have 4 perks per web, you can get 2). Just RNG hating you, unfortunately.

It comes down to if you really want to be meta or not. Most survivor's run perks like iron will, borrowed time, derisive strike and an exhaustion perk as the most meta choices. But it also comes down to how you want to play as a survivor or killer

This was already answered, but i'll just add this as a bit more context.
The only perks that're "mandatory" in the blood web are perks that were leveled up in the previous level and through RNG come to the next blood-web level to gain another tier... but even that is RNG, so it's not 100% clear if this is an intentional feature, or just sheer luck.
Regardless, every perk is based off of RNG in the blood-web. Higher prestiges might bring out the more "valuable" perks over others, but some players have confirmed that this change is minor to P0 (no prestiged or Prestige 0).
Perks that're teachables during a level 30/35/40 level up on a P0 Killer/Survivor ARE mandatory, since they will always appear at level 30 and onward until you grab them in the blood-web. Otherwise no, there's nothing similar to that in the blood-web afterwards... it's completely random and based on luck going forward.
Same goes for item/offering drops, they're random and can be based on entirely random luck. For me, I once got 3 BPS in a row, never got that again afterwards... even to this day. I've also gotten BBQ in 3 blood-webs in a row once, but that again is RNG and or "dumb luck."
So yeah, that's how blood-webs work... if you're lucky, than you'll get what you need right from the start. But like said above also, just grab every perk you see to get them out of the way... once they're Tier lll than they'll stop showing up in the blood-web. It gets them out of the way and thins out the perks that'll show up in the blood-web for you.
