A Blocking System.
If you're not going to bother to fix or put a real penalty to the issue of camping and tunneling, the least thing you could do is make a system to block those players who make it absolutely impossible to even play.
You can't ignore this anymore. You can't keep allowing people to ruin the game, in all honesty it gets more and more tiring everyday. I hope you realize that if you don't make something about this, sooner or later people are going to get bored and drop it.
This game is seriously getting worse by the day and I'm seriously thinking about uninstalling it. I'm not going to keep on losing a match only because killers don't know how to win without ruining someone else's and the simple fact that you don't care about this issue at all.

I think the room for abuse for such a system is simply too high.

Such a system would be far too abusable. The below article explains better and more succinctly than I could why this is not a good idea, using Overwatch (which tried a block system and later removed it because of abuse) as an example.

I understand, still something needs to be done about this. It's impossible to play like this, and four matches later it's infurating.
