Question about the PTB rift progress
When the first rift came out on the PTB and then came to the live servers the progress we made on the PTB stayed on the live servers, will this be the case for this second rift too?

That's not actually what happened, it wasn't PTB progress that was transferred but rather progress that was made between when the Rift was supposed to release and when it actually did release. (As you may recall, it was delayed by a couple of weeks.)
So no, PTB progress made in this Rift will not transfer to the live version. The only way that could possibly happen again is if there's another significant delay, but even then it's unlikely because it was unintentional the first time it happened.
