Wendigos are traditionally from native american folklore and the hag is african. Not to mention the witch terminology used in her power ('hexes', 'catalyst'). Then again wendigos are cannibals and so is the hag, so i'd consider her a derivation of the two.

Im not going to pick the other option because there are too many scps to choose from I feel like 096 would be too similar to billy or something. 049 just seems like he could make a better killer based off how he plays in other games like SCP secret facility.

They would make good rift rewards. That's not how game dev works. The people who would make emotes are not the same people working on balance or servers.
