Yeah but what if you are a high rank and are getting chased all game or you're a high rank and the killer isn't great so you don't get boldness/altruism you can still lose a pip.

Clown is the most annoying killer to go up against He's not OP because he doesn't have infinite bottles before he needs to refill and he has a cool down on throwing them. The speed once you get hit by a bottle is a massive decrease so he can basically always catch up.
