I have the same issue. Checked to see if I pressed the wrong button, also checked the day after to see if it had given me the charm or if the bug was fixed, but same issue.

I agree, I think all perks should be lvl 3, but I don’t think you should be able to get perks from survivors/killers you don’t own, unless you bought the perk in the shrine.
