This is most likely what happened. I've countered Meyers' Tier 3 with a septic agent before. He was Tier 2 when I applied it, a few seconds later he was tier 3 and instead of going down I had deep wound. I was shocked.

Camraderie would be so much better if it allowed you to pause another teammate’s timer who may not have the perk in addition to what it currently does. Similar to how kindred works.
