It is not usable even in the way you say it is "meant to be used" as it is bugged with how current status work, that is the point being made
-
The entire point of this is that it is not usable? How am I meant to?
-
Your opinion on the perk and how it should be used does not change how it is still an oversight that should be fixed, as they stated they do not want perks that directly counter other perks, intentional or not

What? It wasn't? It is made to shorten the time to be healed after being unhooked, You have to be cooked in the head to heal in the basement most of the time as any killer worth their salt will likely pressure it.
-
The issue is you won't even get that half heal after being unhooked because you lose it while on the hook to haemorrhage
-
The moment you get hooked it starts going down, issue has nothing to do with being unhooked with a killer nearby.
-
The moment you get hooked your resurgence health goes down, meaning to lose the least of it you'd need to be instant unhooked and start healing. If You get hooked, and 20 seconds later you get unhooked safely with the killer nowhere near, you bar will already be at 0.
-
Or just remove haemorrhage in general when hooked, regardless where it came from.
