Its because the rank resets every 13th of the month. The matchmaking has nothing to do with their hours in the game, but their current in game rank. Your opponents will be much lower in skill as time passes, until the next 13th of the month.

If i remember correctly you can share dlc on xbox.

There is no way you called deliverance a "wasted perk slot." My good sir, deliverance is one of the best perks in the game.
