I believe that reducing the boost you get from doing gens together could worsen the situation as it will encourage ppl to do gens separately and actually be way more efficient (even for current standards) and harder to stop as it will be pretty much impossible to pressure few ppl at once.

There is also anther thing that being "genrushed" is quite rare when you know what you are doing. By knowing what you are doing I mean picking your chases wisely. Pretty much you got to be unlucky in the first chase due to map variation or just facing strong player to lose enough time for them to complete gens. For example…

As Blindninja said - use slowdown perks. Other way is to use stronger killer/simply become better at the game but it takes time. The problem with increased gen time is fact that even if you do not use those gen slowdown perks, others will and for example pop could make gens impossible to be done with longer repair time…

If that is the only new perk available then yes.
