No. Legacy prestige came and went due to how bad the original blood web was. Those that suffered through it and prestige got to get legacy when they changed the bloodweb. No one will get it anymore. Period. The devs have said this several times.

I would say in her current state she is neither. She needs some work. There are things I put in the suggestion forum that she needs and then she would be a good killer that could potentially be at Hillbilly level or close to it. I just doubt the devs will want to do it due to what they have said about killers now.

Personally I feel IF the killer manages to kill all survivors they should be able to keep their addons. But that is just my opinion on the matter. ( And yes only if they kill all 4. I think I am more in favor of a system that allows killers to have special perks that only works on people who are in SWF. This is due to the fact that I doubt the devs can handle balancing both a casual mode and a ranked mode based off of their history.
