It’s so that the game has an actual grind part to it, but also to make it so people can’t use OP addons back to back. If you have a free perk spot, consider leveling up Ace Visconti to try and get his Ace in the Hole as it gives you addons on items when looting chests, and let’s you keep addons if you escape.
