115% speed, slightly longer mending, and make mending pause the deep wound timer again to stop cheesing and you have a pretty decent game slowing killer who also looks pretty flashy doing it.

Revert the change to the bleedout bar ticking down while mending, it should pause, then give Legion 115% movement speed and make mending take slightly longer. I really think this would fix a lot of their problems and would make their intended playstyle more effective.
