Here's the thing, if you're good, double engravings are much easier to play around than most other addons. Double engravings are factually, not his strongest addons. They're the most fun and difficult, but definitely not the best. Never have been. So, what point are you trying to make here...?

The mechanical challenge isn't really even there. If you don't have engravings, he's not hard. That version of billy exists, he just needs better addons among other changes.

Pretty sure a perfect example of survivorship bias. High performing killer, despite nerfs, still does well. Thing is though, it will continue to do so, because the only ones remaining to actually PERFORM on killer are those who are incredibly dedicated and skilled to a ridiculous degree.

TL;DR - Billy shouldn't be balanced around a resource mechanic, aka, overheat. It's inherently flawed as the major balancing act is the time spent revving, mindgaming, positioning, and in cooldown/bump animation which are identical.
