That would seem situational as a standalone, but like you said about the secondary effect, it would have to be pretty damn nutty to be considered in somebodys build

Yes even without perks and addons, and even with just his 3 teachable perks.

If you have one game opened, you can still open another one while its opened, but I mean... why would you do that?? And steam does not tell you to close another game while another one is open.

Damn, it feels too infrequent. I've played many games in the past such as Team Fortress 2 and Overwatch, each character has voicelines for different occasions, but they weren't that infrequent to Pinhead's voicelines.
