yes i played against one xbox speed hacker that was running faster than me and at the end he didnt have any sprint burst or dh as perks. 1 week ago i encountered the same hack on ps4 when i chased all the game the last survivor( a kate denston) and she was running faster than my tier3 myers and i couldn't get her.
