I'm a console player, and I think you're just genuinely unlucky. I can barely remember the last time I've played against a killer that ran Blood Warden. Of course, there's always a NOED occasionnally, but usually it's going to be on lower ranked killers or trappers. The only perks I really see are BBQ, Nurse's, M&A,…

There's also another way to get out (a bit more troublesome but has worked for me). You need unbreakable and to get downed by the killer, then get yourself back up and get downed again. At this point you should be unstuck, but it's very troublesome. Let's just hope this gets fixed soon.
