Currently they're at the bottom of the meta, and with Spirit being so strong, I think this would push them up to viable. I'd say to keep the Scratch Marks aspect of each, because footsteps becomes irrelevant if the Survivor stops moving or moves out of audible range, while Scratch Marks stay. It just makes sense. It would also be nice if a perk or two provided bonus Sacrifice Bloodpoints. Monstrous Shrine, most definitely, and maybe Hangman's Trick.
A 5 second cooldown is not enough of a punishment for taking the matchmaking into your own hands. Perhaps, for each dodge in a certain timespan (day, week, or month), the cooldown increases further.
