4 arbitrary perks -> limiting number of allowed perks via perk points
It could be that someone already proposed such an idea before, but maybe not. I think it it worth to think about setting "perk points" for each perk and allow the players to spend a fixed amount of these points for their loadout, instead of allowing 4 arbitrary perks. Why ?
