I think the devs said, that we should not consider it being a thing in the (near) future. I guess they have other priorities (fixing Dedicated Servers, Archives, etc.) currently.1 -

I'd second that. First, there should be more incentives to actually want to increase your Devotion level. Currently it is just "get to level 99, then go back to 1". As NullSp3c already…1 -
