I just asked one of the devs on Reddit if they are planning to make some changes to Mikey, and they confirmed that they are. We just don't have an ETA on them. But they are happening.11 -

Its always been that way though. Once you tombstoned your first survivor and they know you have it, they can just sit in a locker and deny you it. I don't see what's changed now.2
