It's not about breaking the rules. It's balancing the game to force unfun gameplay. What the devs balance goes hand in hand with how fun the gameplay is for both sides.1 -

Well I can guess that there are 10 times more survivors than killers on waiting for games. So I think they can manage some tweaks here and there. But many times devs just revert some other change tha…2
