I think that's the point of this perk. It's supposed to counter exhaustion perks. If not then what it is purpose? To poorly counter sprintburst?1 -

Its desinged to counter one perk called sprintburst, but it actually buffs it, because after t-bagging for few seconds you can use it whenever you want if you start to sprint in the right moment.1 -
