You can get it at any point in the match. If a survivor collects it, it will respawn somewhere else on the map. If nobody claims it in 2 minutes, it will despawn and respawn somewhere else again.1 -

Unfortunately, there's no active checklist for the masks already collected, so as said above, you'll need to watch for the unlock notification upon entering the lobby after a match.1
