Maybe instead of nerf spirit freddy etc just buff weak killers so there will be more rotation and it will be less common to face same killer 3 times in row for ex.14 -

Thats why I would like to buff it bc its pointless effect and with those changes it will be more interesting. I also thought about 1/2/3% penalty but it's just too low so no real impact on game.…1 -
