They shouldn't put a toggle, they should just fully revert it. The toggle would make any communication cumbersome with awkward clarifications since both systems have green at a different rarity.3 -

You do there's just no progress indicator for it. I've added up all the fragments I've earned and I have more fragments than I've earned from quests3
