With the increase in gen time, slowdowns should be limited like exhaustion perks. Since they function differently, it would have to be a limit of 1 or 2 on loadout as opposed to a cooldown.1 -

It's the latest patch. Lots of killer buffs and mostly survivor nerfs. The increased time it takes to do a gen means if your teammates aren't gen rushing, you can probably forget escaping.1
