I think how it works is it makes the killer less capable of controlling your wiggling? I'm pretty sure it doesn't boost your struggling, but the struggling EFFECTS.8 -

Make maps more interactive for killers
For example: ability to tie downed survivors up to beds in hospital so they can't crawl away. Survivors can rescue a person from the bed but it takes longer than getting someone out of bear trap…2
