Actually the number of downs needed for skilled huntress is still only 20 on Xbox at least. Still a difficult achievement with the less precision controllers offer1 -

How’s that any different than now? If the killer camped and somehow downs the fourth survivor, they’re dead anyways. I don’t see a difference.2 -

Depends on the tech. Legion vaulting a pallet while being blinded and downing the survivor? Good. Blight running directly into a wall, backwards, and sliding across it to turn 758384 degrees? Wack.1 -
