You can chase but you need to down survivors very fast, ideally around 30 seconds, 45 or so max, you just dont have the time for much longer chases. Thats also why alot of killers camp and tunnel at …1 -

you cant use pop when ruin is up tho and ruin only regresses gens at 100% can be cleansed and goes away when a survivor dies2
