Can't mend while Lv. 3 Madness

Title.
On Xbox One
Get to stage 3 madness from the Doctor and get hooked, then get saved with borrowed time. Then take a hit within borrowed time and try to mend yourself so you don't fall down from it, it won't let you. I just tried to snap out it instead and got downed because of it.
Surely this isn't intentional?

Not a bug, you need to "Snap Out of it" first, this is by design.
