Why are killers allowed to take the game hostage but survivors aren't?

There's no way a killer can hold a game hostage short of somehow bodyblocking all remaining survivors in a corner or something similar.
If someone does that, report the hell out of them.

Why can Survivors give up by killing themselves and Killers can't?
Survivors will 99 gens and do Totems etc so the Killer has to wait longer for the match to end, which in my eyes is.... taking the game hostage.

That's not "taking the game hostage".
Killer can regress the gens, kill the survivors, and so on.

The point of these changes was to prevent one from taking the game hostage for an indefinitely lengthy amount of time, like 10+ minutes or even half an hour and longer.
Killers never had such options, besides bodyblockng someone in the corner but that's a bannable offence.
All that you've listed for killers has a hard limit on how long it takes with slugging being potentially the longest at three minutes. That's why it's allowed.

How many games is the killer chasing downing and hooking all 4 players within 2minutes? How is anyone getting more then 2 people on hooks at once ?

Kick gens, kill Survivors seems like playing the game normally. Just as doing gens and try to escape seems to be the normal Survivor Gameplay.
Survivors kill themselves on the hook, there is no equivalent for that for Killers, so don't use "kick gens and kill Survivors" as an equivalent.

I'm not going to debate whether or not survivors can waste time in other ways. Obviously they can. In this case, no. They are not.

Have you ever had the last 2 survivors play hide and seek, both waiting for hatch to spawn, and not doing gens? Because I have, and it's the only way anyone can take the game hostage in this game. The dev's won't fix it though because

Struggling on the hook is not taking the game hostage, first of all. It's only considered to be holding the game hostage when it's indefinite or for an extended period of time. The longest you can stay on a hook is 2 minutes (+34 seconds if you happen to have Camaraderie).
Beyond that, nobody is allowed to take the game hostage. Whether that's survivors crouching around in corners refusing to touch generators to drag on the game for half an hour or a killer blocking someone in the corner and refusing to kill them, it's reportable either way.

I mean, the devs latest changes are pro killer, so why not have them hold the game hostage? The devs take loops and pallets away and shorten the maps so whiny killers can think they're as good as skilled killers, but all these changes just give them more opportunities to face camp and slug, which is just what they wanted.

Gate Timer? I'm confused by what OP means.
Are they talking about how survivors can 99% a gate and delay the EGC until they are ready to escape? or how long it takes to open a gate?
Do gate's automatically open now after a certain period of time has passed after they've been powered, and this is something I've overlooked in the patch notes (honestly not a bad idea for speeding up the end game)?
Can anyone enlighten me on this?

I mean yeah, the EGC timer does prevent survivors from taking the game hostage, but only after a gate has been opened or the hatch has been closed by the killer, so that may be what they meant.
Honestly though, I think it would be interesting if the gates slowly opened themselves at like .16 charges per second (roughly 6 seconds per charge), and all that pulling the switch does is speed up the process. This would get rid of 99'ing gates and delaying the EGC until everyone's ready to leave, and make the endgame where the gates are powered more intense for all players. On top of that it'd also resolve one of the chief complaints of the endgame scenario wherein the last survivor remaining couldn't find the hatch before the killer closed it, and is now stuck trying to open the gates while the killer patrols them (usually seen as a hopeless scenario for the survivor). Having the gates automatically open roughly 120 seconds after they've been powered would mean that the killer only has 2 minutes to locate and down the survivor after closing the hatch, or they will get a chance at escape. Not many killers would appreciate the latter, but I know there's got to be some that would appreciate it if endgames and the EGC activation happened sooner, rather than being put on hold.
I mean yeah, killers can open the gates themselves, but the way I see it, as soon as the gates are powered survivors should be under pressure to escape, and not 99'ing a gate until they've comfortably rescued all of their teammates.

Struggling on hook? Thats not delaying it at all. Plus if you noticed my comment i said survivors are more likely to play spitefully cause its easier. Dont put words in my mouth lal

Most of that's poor sportsmanship not game hostage. I think your a little confused by it.
Slugging also creates pressure. That's a completely fair tactic midgame and removes the DS use.

I don't think you grasp the concept of taking the game hostage but luckily the other's here have managed to clarify what hostaging actually is. The only real way the killer can hostage the game anyone is by body blocking you in a corner. But... and its a big but. Even then the other survivors are still free to leave you behind and you'll die eventually from the end game timer, if they don't trigger the endgame to leave and let you die than that's on them and not the killer, because bhvr actually does give us tools or ways to work around potential hostaging. Its honestly no different than when survivors body block the killer from downing their teammates.
- The stairs have been widen up so survivors can wiggle through the killer, it used to be that survivors can't leave the basement if they get body blocked.
- End game collapse was put in so neither sides can hold the other side with no way of ending the match.
