Windows/Console players get banned right?
I encountered my second cheater last night but this time it was a windows/console player. I couldn't see their profile because of this. These people get banned right? I heard in-game reports don't mean a lot and I have the footage recorded along with the player name. And why doesn't behavior even tell players that their reports go through? Can't they do something like what Siege does?

People who break the rules and are correctly reported get banned, regardless of the platform they are using.
The in-game reports are not enough in this case, but they are mandatory for any kind of reports, to report hacker you also need to file a ticket on the Support website (https://support.deadbydaylight.com/hc/en-us/requests/new), giving all the required information.
