No it got nerfed? They changed it so when you drop the survivor gets 33% of their CURRENT wiggle progress. So if they have 10% wiggle and you drop they only gain 3% wiggle. If you drop while they have 50% wiggle they only gain somewhere around 16% wiggle. And dropping at 75% wiggle progress causes them to escape instantly as 33% of 75 is 25.

There it is, there is the person who does think that because 33 is a bigger number than 25 that Boil Over was buffed.
It was nerfed, it is basically trash again. 33% of your current Wiggle is not much and way less than 25% overall (unless you have 75% wiggle already).

Im quite sure it says changed to *give* 33% wiggle progress.

It says right in the description current wiggle progress. The other version was 25% total wiggle progress.

"Give" 33% of your CURRENT wiggle progress. Before, it gave 25% of your TOTAL wiggle bar. Now it gives you more depending on how long you've been wiggling for, and gives basically nothing if the killer drops straight away.

It is current Wiggle Progress, before it was just added Wiggle Progress.
Comparison:
New Boil Over: 10% Wiggle Progress, drop-->13,33% Wiggle Progress.
Old Boil Over: 10% Wiggle Progress, drop-->35% Wiggle Progress
New Boil Over: 50% Wiggle Progress, Drop-->66,67% Wiggle Progress
Old Boil Over: 50% Wiggle Progress, Drop-->75% Wiggle Progress
So if you drop early as Killer, the Survivor will not get much value out of Boil Over. If you are carrying them already for some time, their value will be bigger.
Before, it was a static value.
