Map Repeat Prevention not working for killer?

Map Repeat Prevention

This update improves the Map selection process. Now, the possibility that players in a Trial will see the same Map as their previous Trial has been reduced to near-zero. It’s also unlikely that they will be sent to a recently visited Map, though the likelihood will be a little higher than near-zero.This will not impact the efficacy of Map Offerings, nor will it affect Custom Games.

It does not say anything about it working only for survivors, it should work for killers as well, right? But still my first two killer games this evening were both on Ormond, without any map offering in play. I wouldn't call that "near-zero possibility". I asked about it in the after game chat, and another player shared the same experience, having to play multiple games on the same maps back to back.

So, did anyone else have the same issue? Is it intended or a bug / just unlucky?
