Billy Addon Spiked Boots Not Appearing in Bloodweb

SUMMARY OF THE ISSUE: Gone through multiple prestiges and levels and for some reason the addon Spiked Boots has not appeared once. I did both auto-spend and manual spend and there is no difference.
PLATFORM: PC/Steam
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Put bloodpoints into the bloodweb.
