Bloodhound permenantly stuck on Tier 1

SUMMARY OF THE ISSUE: Across every Killer (I have them all at least p9), the perk "Bloodhound" is stuck at only Tier 1. It does not appear on the bloodweb and my Wraith is p11.
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
No real "steps", it's just been this way for a while now and I figured it would've been fixed by now.
