Probably because it's a POS add-on and good Freddy players don't bother with it.

Well. It depends. If you luck out and the obsession is a potato of a survivor who doesn't spawn next to teammates, you have some options that are really damaging.
Combine it with Dying Light + Mori, or farm them for Play With Your Food Stacks and you can have the potential to snowball really hard early game as Freddy. Freddy really, really shines when there's only 3 survivors left due to his stalling ability.

thats an add on.
funnily enough, this is ULTRA RARE and this is the only effect you gain from it... and even this is removed asap by just someone waking you up...

If you run Dying Light it's better to do Class Photo with ZBlock. You can find the obsession just as easily, you don't immediately give away that you are doing a DL build, and you have the most powerful aura reading in the game for the entire trial. BB is only going to help at the start of the game and chances are the survivor will wake up before you get to them. It's basically worthless.
