I think they're just failed experiments by the devs when some add ons are just so bad they were testing it. I am sur ein the future all the bad add ons or ones with super negative effects that doesn't benefit you will be rewoked in the future to be okay.

ALL ULTRA RARE add ons should have 0 downside or a very small downside.
It is Ultra Rare, so if a survivor encounters a killer running 1 or 2 ultra rare addons... sucks for you.
I get the Fragrant Tuft of Hair add on though. That makes sense. Some of them, like Freddy... need buffed.

We are reworking those to remove the negative effects. If you look at more recent Killer, we have stopped creating Addons with negative effects. (except in rare occasion, especially with UR where sometimes the power is so great that we have to find a way to make it fair. In most case the negative can be countered by adding a secondary addon).
Yes, in some scenariod its hard to figure out if an addon is actually good or bad when the downside is almost as high as the advantage. We are now avoiding those, thanks!
