Perk review #2- Monstrous shrine
You know the drill choose an answer and EXPLAIN why you chose it.
Sitaution : It’s among the lowest ranked perks in the game( Perk is currently ranked last place of all the killer perks).
Notice: The Nerf option will be removed for obvious reasons.

I say it needs to be recycled. Because even a Buff wouldn't be enough to make it a good perk imo.

Recycle. It's be niche and frustrating if it just got buffed. LF camping and the like. A general rework to make it effect all hooks and their timers would help pressure people to get off gens and go for unhooks instead.

A buff
Just gonna throw out a random idea.
But what if for a buff, whenever a survivor is hooked in the basement either
A: all survivors within 20/30/40meters will be revealed while the survivor is hooked/ except the hooked survivors progress slows if you enter the detection radius.
B: Hooking a survivor in the basement immediately Removes 1 phase or increases speed by 50% at least.
C: Hooking a survivor in the basement grants 100/150/200% more blood points.
Terribly Random ideas that could go wrong.

A buff would mean an increase in numbers.
And I don't see that align well with their "Incentivize non-camping" policy.
A QoL update would probably add an ability to it which is better than the original power, in which case you could just make the QoL addition to be Monstrous Shrine.
And it's absolutely not fine, this has been at the bottom of the trash can, not even good enough to be memed.
It needs a big change!

Recycle the perk, a buff to numbers would just make it promote basement camping really.

I'd settle for a buff, I like the overall concept of the perk. Basement builds are always going to be niche, but it's a cool facet of the game. It's really the only time killers get to be real killers as opposed to playing Generator Defense: the Game.
I'm not sure how exactly I would buff it, though. Maybe increase the rescue time and give a noise notification or something.

honestly, the perk has the potential to be one of the, if not the strongest killer perk of them all, IF they buff it right.
like, a number increase and having it apply to every hook would be enough to make it actually really good.

A QOL update
Just give bonus stacks (like bbq) for each survivor that gets hooked in the basement. Don't make them be required to die there because that would highly promote camping.

Monstrous Shrine will never feel good as it currently is unless it's broken. It would need to sacrifice survivors fast enough for the difference to be noticeable. If it's that fast, it's too strong. If it isn't that fast, it's too weak and a waste of a slot.
A QOL update wouldn't help for the same reason. There's nothing about it that can really be fixed. It just needs to be changed.

Give it the Tinkerer treatment. Scrap it and reimagine it as an entirely new perk. It could still involve the basement but it needs to be something big (2 basements is an idea I saw somewhere) otherwise it can be some other hook related perk that affects all hooks and not just basement.

Monstrous Shrine - Whenever a Survivor is hooked in the basement gain a 7% movement speed increase for 30/40/50 seconds. If you are within 12m of the basement your movement speed is decreased by 10% until a save is made or you move further away. (You would keep the speed bonus post hook no matter what once the unhook is made, or are within close proximity of basement after unhook)
This would let you quickly traverse the map as a slower killer to wrestle another Survivor down to the ground.
Wouldn't encourage camping because it would be a waste not to utilize the perks ability to move quickly across the map to kick a gen or whatever.
