I've seen some arguments to the effect of choosing when to use DS being a thing, but even if we accept that, the skill check could at least be bigger.
No reason to skill-gate anti tunnel perks.

to put into perspective how deep the Halloween asymm roots go, "Michael Myers" was a popular game mode on Call of Duty back in 2008. one killer has a knife, everyone else can only run away. This is a huge loss

If the stun was longer I’m sure it would be more popular, and it was more popular when it was actually something to be scared of. It’s very easy to tunnel through current DS now, speaking from experience. But it’s better than nothing so, it’s good it will be free to use.

You might see some more people running it once it's available to them, but I don't think it'll be enough to make a huge difference.
Might be a nice opportunity to give the perk a once-over and improve it a little, though.

I dont think this should be done, since it would open the door to 3-gen strategies again, which are pretty unwinnable for survivors.
