Hmm it's a grey area but i think the wraith thing is a little different to the examples you've given. A lot of them are one offs and not actually that useful. Like the plague one, terminus literally makes no difference beyond what it would normally do. Killers messing with their terror radius is nothing unusual and a good nurse/pyramid head etc can hit survivors through walls anyway if they predict well enough and use audio cues, the aura reading just makes it easier.
But the wraith one is able to be used repeatedly everytime he hooks someone, it's much worse than your ghostface example because ghost face is visible even when he's undetectable. Wraith is functionally invisible and also faster when cloaked, he can't be detected at a distance while cloaked unless you'replaying on a bright map like coldwind or artists map, his breathing isn't audible over the sound of gen repairs at a distance and it only takes a second to use TBTC and he's instantly flying in at the gen. Even legion has a cool down after using their power to injure. It circumvents the basic limitation of his power 8 times in a match.
My Issue is not with the gen damage, it's curcumventing wraiths power for a free hit with too little chance to react.
If devs thought it was balanced he would have an addon that removes his recovery time and speed decrease while cloaking.
Either way devs can see this and make a decision whether they believe this is balanced or not.

OP is asking for the exact reason, and this reason seems indeed to be content creators, even thought they happened to be reasonable in this case. For example, when the devs announced the "go next" prevention system, the community was also generally against it, as it was obvious how badly it would backfire, but not enough content creators decided to voice their concerns, and so the system went live. If in the case of anti-camp/slug the same had happened and content creators hadn't pushed hard enough, those changes would be already live too. So yeah, the creators decide what feedback gets to the devs and what doesn't.

There's an awful lot of people who seem to think they know exactly why everyone DCs. BHVR can send out surveys on it and get real info and try to address it if they think it's truly an issue. But just upping punishments against people who are already unhappy isn't going to solve a single problem. It's just going to make people quit completely. And I know that's something people also like to say they want, but if people who play regularly are burnt out and aggravated to the extent they regularly DC it would be smarter from a business perspective to find out the actual whys and try to address them if they're consistent.
That is, if this really is a big issue. We seem to need one of these posts evey 3-7 days here but I personally see little to no DCs in my matches, and when I do, I don't really care. As killer, I couldn't care less if the whole team becomes bots. It's just one match out of however many with no DCs. As survivor, bots are more efficient than half the people in soloq.
It also doesn't help that every attempt to address survivor complaints has been shot down, creating even more resentment and discontent.
Would you love to have a monster killer?
It could be sea creatures, insects, etc. Anything that isn't humanoid.
Yo BHVR, Any Plan for an Anti-Cheat?
Last four games I just played in SoloQ, every single match had a Surv that was cheating and "escaped" the match with 5 gens to be left. At least two of them 99% all the gens on the map before dipping, so the game was cut short. Also in one of them there was cheating wraith who was blatantly cheating, despite the game being a 3v1 at 5 gens, felt the need to cheat because he was still loosing the match.
So uh, any plans for a functional anti-cheat? or maybe just remove the DC penalty so people don't have to sit in dogshite matches.

Is there any sort of ETA on a Midwich fix?
Midwich is one of my favourite maps to play on as survivor...when the pallets actually spawn. And them not spawning has been an issue for a while now, has this problem been acknowledged by the devs? Or are we just going to have to settle for 2 pallets per quarter of the map for the foreseeable future?
