The Tall Man from Phantasm would translate perfectly into Dead by Daylight as a Legendary skin for The Twins. Charlotte becomes The Tall Man, while Victor is replaced by a Sentinel Sphere. Hovering at his side, deploying with mechanical precision, and extending its iconic blades during pounce attacks. This preserves the Twins’ gameplay while delivering a completely unique visual and atmospheric experience, bringing cosmic horror into the Fog in a way no other killer currently does.

CJ is not used for grabs, the rest require you to actively chase the target, which means it's being used defensively.

DS can't be used aggressively since you cannot force a killer to pick up.

10 seconds is too long, but it should be at least 5 seconds. And honestly, some other things as well. Like working twice (DS is a mild inconvenience for most Killers anways and the tunnel is free after the second unhook), giving Haste or better ways to hide after using it, not running out while chased (this one is especially funny, because all people say it should not be used aggressively, since it is an Anti-Tunnel Perk, but when someone gets tunneled for too long, it runs out…).
Obviously not all at once, but it is pretty bad for what it is supposed to do. (Not saying that DS overall is a bad Perk, but an Anti-Tunnel Perk should be a middlefinger towards the Killer, not a slight annoyance)
EDIT: Since the title says "against high mobility S-Tier Killers" - I would not mind if DS works better against strong Killers than weak Killers. A Ghoul should be stunned longer than a Trapper for example. But then someone needs to balance this and I dont know if BHVR would be able to do this. I remember their difficulty ratings back in the day with Billy being classified as Easy and Wraith being classified as Intermediate for example… So not sure if they would be able to balance a Stun Timer based on the Killer player properly.

lol this hsppened when knock out was meta for a short time and the devs destroyed it but never actually addressed the issue of ehy it was becoming meta which is survivors get buffed/have too many second chances when you hook them it still has counterplay though

What about "avoiding X amount of perks that are common" is a straw man? Any other PVP video game and people would tell you to do exactly the same thing. Like sure it's not the most engaging in some aspect but for people wanting to win it is a very valid reason. It's like complaining about survivors wanting to survive aka win.

It's an annoying part of the game meta. But the current game balance incentivises killers to do it.
If survivors are competent at chase, majority of killers will spend too much time chasing a full health survivor for a down. It's much more expedient to get a free hit when someone goes to unhook, can't expect killers to throw the game by playing nice.
If they strengthen the anti camp further to eliminate proxy camping then they'd need to rebalance chase speeds which would be a very difficult balancing act. The current system has stopped killers full on facecamping which was much more annoying.

Yeah i was going to say, pretty sure that feature doesn't pull you out midgame to put you in the killer game.
Maybe check how the feature works first before you complain about it?
