I should also mention characters like Gabe, Haddie and few others have been getting a decent amount of cosmetics in the last year and I still rarely ever see them in my games.

I've never hit the limit since it was implemented. Came close on one gen one time, and that's it. If you're consistently hitting it, and it's to your apparent detriment, then perhaps you need to change something. Your build or whatever particular way you're playing. I could be wrong but I feel like you've made this exact post before awhile ago? If so, you still haven't changed anything? If you're waiting for the game to change to suit you then you might be waiting awhile...

I don’t think it’s because of the quality of the cosmetics, I think it’s more perhaps that the lesser played survivors are just boring to most people.

People don’t seem to understand that BHVR has to invest in their popular characters because it makes them money. They’re not gonna make money by making content for less played characters. And even when they do, it still doesn’t bring that less played characters pickrates up because clearly as you can see from the picture, people are more interested in these survivors.

That’s because, at that point in the match, the people who actually did gens are dead, and the sneaky ones can’t manage to finish a single gen.

This forum is not a good medium for such discussion, but I'll briefly touch on the subject.
Where do you draw the line between profit-oriented and greed? How much is enough money for a company?
There is nothing stopping them from only making cosmetics for the top five most played survivors, this would have the highest RoI and be the most consistent way to generate profits.
Would it be good for the art of the game though? Is a lack of variety a good thing if it means more profits?
They clearly still release cosmetics for 'flop' characters, sometimes even multiple skins in a row. Ask yourself why, in my opinion, its because they can afford to, and with that, I think they should do it more.
This doesn't have to be a 'this or that' situation, I don't care if Sable gets a skin every update as long as the characters I prefer to play get a consistent cosmetic schedule as well.
Re: Skull Merchant is still way too weak.
It was more of a nerf as the drone best use was to trigger undetectable because SM is one of few killers without any sounds when stealthy.
