So why do killers get matched against the lowest rank in a SWF squad?

I was in a group where I and another survivor were rank 17 (I know, but I hardly play survivor), the other two were 13 and 11. Killer was 17. The other 17 was in SWF with the 13 and 11. Shouldn't the group be up against a rank 11 killer? It's only fair, given the survivors have a clear advantage in most matches.
