So how long does it take for a survivor to bleed out by the deep wound affected by legion?
Is it the same with borrowed time?

Judging from the legions nerf update post
There wasn't any changes to the mend time itself and how long it takes to be downed by the Deep Wound status effect that The Legion applies...
And since Feral Frenzy attacks do not decrease the Deep Wound effects timer anymore... it's safe to say that @NuclearBurrito is right.
It's pretty much 30 seconds until you're downed by the deep wound status effect, but because of all these conditions that The Legion got after the nerf... it's safe to ALSO say that being downed by this effect is almost impossible now...

If you mean the current bleed out timer... than it honestly depends if your Terror Radius is far away for the timer to go off...
Even than, most Survivors outside or even inside of your Terror Radius will mend... so it doesn't really matter if the threat of being downed by the timer doesn't exist anymore.
But, for the sake of the question, i'll give you my analysis on this. For one, there isn't a set time until you bleed out from the mend progress... mostly because it's nearly impossible for someone to be downed by the deep would timer because of these new requirements The Legion must follow.
I say nearly impossible because if the Killer leaves them and comes back to down them regularly... than you can count that as "The deep wound effect doing its job." But, it's safe to say the effect is fairly tame and not even threatening compared to it's original debut.

The point is, it's very hard to know if the timer was increased or decreased because of these new changes... as such, I couldn't find any info on how long the timer would take... mainly because it's very hard to be downed by the effect in-general now.
It takes about 20 second to mend with Borrowed time tier lll... and the deep wound effect took around that long minus a few seconds from the first hit on pre-patch legion... so I wanna say like 17-16 seconds?

Where does it say it's 30 seconds, I can't find that info on the DBD wiki or any video.

Simple. Frenzy used to remove 10 seconds from the timer per hit and would take exactly 3 hits (for a total of 4 including the initial hit to apply it) to fully deplete the timer. That's 30 seconds total.

Franks Mixtape added 5 seconds onto the timer reduction per attack and made downing them 2 hits.

Yes, but we don't really know if they changed the timer or not since his nerf.
It's not really easy to tell the exact time anymore... since all these conditions make getting downed by Feral Frenzy almost impossible.
